POCl3

Ok, we have Len1's version of producing this product from Calcium metaphosphate using carbon. What about other reducing agents and NaCl in-situ?

I'm trying to work out a balanced equation, but aluminium should remove some oxygen from the metaphosphate and is unlikely to react with the NaCl.

I'm thinking along the lines of a solid Sodium Aluminate, a Sodium Pyrophosphate and POCl3
