The PEPCON disaster is not comparable to the danger we as home chemists could encounter with ionic perchlorates. Indeed, in a fire, a large quantity of perchlorate can be really nasty. At highly elevated temperatures it acts as a potent oxidizer, hence its widespread use in pyrotechnics. But at room temperature (and even at the heat of boiling water) the ionic perchlorates are remarkably inert!
