Was this like a decade ago and from the NW? If not, this is not uncommon.

A big regional hardware store here will sell me pounds of permanganate no problem. Sears is or was a common source for people elsewhere.

I've seen permanganate locally but only mixed with sodium sulfate, which I'm not sure how to remove.
