It is not hard to find lots of ways, a few are below, plus the ways in these patents, but even better, the patents have references to the other ways to make them as prior art.

Preparation of Triphenylphosphine from Triphenylphosphine Oxide by Reduction with Boranes, Angewandte Chemie International Edition in English, Volume 4, Issue 7, pages 593–594, July 1965. DOI: 10.1002/anie.196505931

Triphenylphosphine can be regenerated from the oxide by treatment with trichlorosilane. Ph3PO + SiHCl3 → PPh3 + 1/n (OSiCl2)n + HCl
