ASK: (Remove rust) SnCl2.2H2O with HCl

Hi all..

I'm a beginer,

I'm trying to make rust remover (soak method) with SnCl2 as an inhibitor and HCl as strong acid to etch rust on iron. i have reflux 3.8 gr SnCl2.2H2O in 40ml conc.HCl for 5 minutes at 80°C and then store it at room temp for 24 h.

Then i add conc.HCl for adjust pH at range of 1-2, add some stabilizer such us ammonium biflouride to permit deposition of the Sn ions at room temperature and flouride as accelerator (maybe?). then i added NaCl to prevent hydrolysis of Sn by HCl (maybe?).

And the problems is:
1. I don't see anything about tin deposit on iron surface, just milky white deposit (white sponges) around the surface.
2. can i make a single compound with SnCl2.2H2O only
3. tell me how to deposit Sn (SnCl2.2H2O based) with good adhesion on iron surface.

please help me... :)
thanks...
