The info so far is scarce, but the article mentions osmium and osmium tetroxide.

Interesting. I've known of a foreign national investigated for bioterrorism on U.S. soil by the FBI, but the old workplace rumor was he was seen with
unauthorized medical samples during various outbreaks.
Curious to see what information about chemicals comes out of this, or if it's another eventual dropped case left for obscurity, like Hutaree.

Some updates on this story:

It seems this person was involved in other sorts of trouble and did not get into this mess only for practicing chemistry such as uttering threats
against police. Still absolutely irritating that it has once again shoved the word "chemical" into our dictionary of dirty words.
He also is connected so something happening in Nova Scotia with a cottage stockpiled "with chemicals from floor to ceiling, unlabelled and some in
states of decomposition" Now obviously things get exagerated by law enforcement and media, but it does show that unlabelled chemicals will never help
the cause. Label your things.

One of the articles questions rather osmium tetroxide is a 'weapon'.
It looks like the primary thing he was arrested for was threatening the
police. They are using the possession of a hazardous chemical saying
that he intended to use it to attack the police.
All in all it doesn't seem like there is much too it other than a slightly
off his rocker person threatening the police. They don't list the quantity
of osmium tetroxide which suggests the quantity is small as this is not
a cheap chemical. If the quantity is too small, the 'weapon' charge is
going to get dropped.
This seems to have started by a package left on the porch, probably
with hazard labels on it.
The general moral is, don't leave chemical shipments on the porch
and don't threaten the cops.
