2-Tetrazene synthesis via Na dichloroisocyanurate oxidation of amines

I haven't seen this paper but the Web abstract gives an interesting synthesis of 2-tetrazenes via amine oxidation with Na dichloroisocyanurate. Since this pool chemical is widely available, this could be the basis for some interesting experimental chemistry.

Most 2-tetrazenes are energetic materials.

I plan to email the author & ask for a pdf of this paper (which I believe is in English).

Note: Unfortunately the email to Prof Ping got returned & the web site at the Beijing Institute of Technology is not very user friendly in terms of giving ready access to their faculty.
