question about titanium ,titanium dioxide

1-is it possible to coat a very hard layer of TiO2 on titanium,approx 0.5to1mm coating.



2-if i ave this coating on titanium rod is the titanium bellow the coating will by attacked by hydrogen a arround 1000degree C
