Least Sensitive Explosive and Detanator/ Primary Combintation
I want to make something that is some what easy to make but at the same time wont blow up in my face if i breath on it , ive looked into making
acetone peroxide but it seems very sensitive. I have ~25% hydrogen peroxide , Potassium Nitrate and Ammonium Nitrate and 32% HCl

I am afraid, that with just these chemicals you won't be able to make any primary of low sensitivity and high power.

Well .... Ammonium Nitrate itself has low sensitivity and good power.
You could concentrate the 25% H2O2 by slow evaporation and use it with Aluminum power for water gels.
HCl is ..... For the most part ... Not used in making energetics.
H2SO4 and HNO3 are priceless.

Don't underestimate the HCl mate  AP, ctmtna, making nitric acid and a lot else.

Like I said .... "For the most part".
It's uses in energetics don't even come close to H2SO4 and HNO3. And it can be substituted in most synthesis by H2SO4.
What many more compounds can be made with HCl besides .... Acetone Peroxide and R-Salt ?
And how does one make HNO3 with HCl feasibly ?
I don't mean .... Add AgNO3 to Fuming HCl and filter AgCl and you are left with 35% HNO3 .... Then distill for Azeotrope or distill again with twice
its volume of ......

With HCl and some form of fixed nitrogen(I mean nitrates, nitrites not NH3) you get diluted HNO3 solution. Add copper and you have yourself the
nitrogen oxides needed for fuming nitric acid or they can be mixed with reducing compounds and form highly energetic mixtures.
I made my first chlorate with HCl generated chlorine and NaOH. I did it from the first attempt. So far I haven't been able to make NaClO3 from
electrolysis.
HMTD has a HCl method, with a vessel with enough surface area and good cooling.
HCl is the easiest to make at home from from the tree acids.
I agree hover that for energetics hobby you need mostly fixed nitrogen mostly with N-O bonds, source of sulphur and the more H2O2, the better
