Because it opens up to cheap tricks like sock-puppetry and whatnot. I'm not saying it should be an absolute rule, sometimes people have legitimate
reasons for this but it should be done with the approval of the mods/board owner.

I suppose creating a "thread of shame" and merging all of the threads as they're identified would be an option.

in this case it seems to be akin to impersonation. If I were running this board (I'm not so take my advice any way you like, I'm not telling anybody

Claiming to have raped and murdered someone is not something to be taken lightly or ignored.
It boosts the user from 'slight annoyance' in a virtual online playground, straight into the Real World, where things like rape and murder actually
happen, and the perpetrators get caught and put in prison.
Good police enforcement starts at home.
