HHO - Santilli's magnecule
Commonly 2H2O > 2H2 + O2 by electrolysis
HHO just means 2 molecules hydrogen per molecule of oxygen
the stoichiometric ratio for combustion or a fuel cell for example
exactly as you suspect, no free lunch !

So they are both wrong? Yull Brown by saying that the gas is different from a mixture of hydrogen and oxygen (oxyhydrogen), and Santilli's model of
"magnecules"?

'HHO gas' is what features high in the scam electrolysers that are supposed to help reduce fuel consumption. We know this doesn't work because it
blatantly violates Thermodynamics.
'HHO' is electrolyser scam jargon for '2 H2 +O2'.
Your 'research' paper is pseudo-science, created to put some 'science talk' on the electrolyser scammers' faulty claims.
I bet the 'Institute for Basic Research' doesn't even exist.
And no, there are no 'magnecules' (LOL), that's just another pseudo-science claim.
